It added that “consumption recovery is likely to be slow, supply-demand imbalances unresolved, and the import environment increasingly complex”. Key uncertainties include the pending outcome of the beef safeguard investigation, ongoing EU antidumping proceedings, and exchange rate fluctuations affecting import costs.
